CIICT 2006 The first CIICT conference was jointly organised by Hangzhou Dianzi University and Dublin City University and was hosted in Hangzhou Dianzi University in October 2006. The conference produced a proceedings of over one hundred papers contributed by researchers from China, Ireland, UK, USA, Taiwan, Japan, Hong Kong and New Zealand. Topics ranged across the spectrum of Information and Communications theory and technologies from Circuits and Systems and Signal Processing to Artificial Intelligence and Information Systems. The theme of CIICT2006 characterised the continuing pervasiveness of Information and Communications Technologies. The technical program of CIICT2006 featured several keynote presentations from leaders in ICT fields and eight technical sessions and workshops each focusing on prevalent topics in the area.    The overall objective of CIICT is to strengthen science and technology research collaboration between China and Ireland. CIICT2006 was the first conference in what is intended to be a regular series, that we hope will alternate between China and Ireland, and form a conduit for continuing exchange of research expertise and a deepening of research interaction into the future.
